Why do we have to go through the procedure of claiming shells and holding an auction?

Detailed information

Although there will be no stock auction this year, the same principles now extend across all our generic stock.

Stock such as single-window carriers and pass-alongs can be counted and identified by publication due to the use of logos. Generic stock such as shells, double-window carriers and generic CRE's do not contain such magazine-specific information. Without accurate tracking of usage, it's impossible to tell who "owns" what.

In a typical year, we end up with extra stock which can be given away. This year we have created a spreadsheet where we are tracking the usage of all generic stocks. Therefore, I already have a fairly accurate view of where we are long or short on generic stocks. As such, I can already tell that there will be no auction needed this year, because there's no "extra" to give away.
